The order things happen in. In Cyprus no building permit is issued until the developer holds clean land documents; no contract of sale is registered at the Land Registry without that permit, or on land carrying encumbrances; and the staged payments only begin after that registration. Until then you pay nothing beyond the reservation deposit, and after it you pay for what has been built.
VAT — 19% as standard, or 5% on the first 130 m² and the first €350,000 if the apartment becomes your main home and stays within the caps; your own lawyer's fee; and communal fees once you own it. Transfer fees are not payable on a new build sold with VAT, and stamp duty was abolished on 1 January 2026. We give you the full turnkey figure in writing before you reserve.

Paphos resale stock is older than the photographs suggest. Buildings from the 1990s went up without insulation, they are cold in January, and a pretty listing sometimes drags along the previous owner's unpaid communal charges. A new build answers that with a specification fixed before the contract — insulation, underfloor heating or VRF, parking, storage — and with a clean history by construction: no permit without clean land documents, no registered contract without a permit.
The purchase runs in stages. A reservation takes the apartment off the market and fixes the price in euros. Your lawyer then prepares the contract of sale — your own lawyer is welcome, and we send them every document on the property directly. Once the contract is lodged with the Land Registry, the staged payments begin, each tied to a construction stage: you pay for what has already been built.
An apartment is usually chosen for ease of ownership: the common areas are run by the building's management, there is no plot to look after, and you can lock the door for a month without a second thought.
