Buying off-plan in Cyprus — how the payment actually works

Off-plan in Cyprus is protected by the order things happen in, not by a developer's promise: no building permit without clean land documents, no contract registered at the Land Registry without that permit, and no staged payment before that registration. On our developments the contract of sale is lodged with the Land Registry before you pay anything beyond the reservation deposit, and payments after that are tied to construction stages — you pay for what's been built. Some of our developments are already under construction; on those, we show dated progress photos rather than asking you to take our word for it. We'd rather you brought your own independent lawyer than used ours — tell them you're interested and we'll send them everything.

Contract lodged with the Land Registry before staged payments

No building permit is issued without clean land documents, no contract is registered without that permit, and no staged payment is due before registration. Each link is checked by the state, not by the seller.


Your own lawyer is welcome

We send your lawyer the contract, the land documents and the building permit before you reserve — not after. We would rather the deal was checked by someone independent.

Off-plan in Cyprus: questions buyers ask

What does buying off-plan in Cyprus mean in practice?

You buy a home before the building is finished, at a price fixed in euros at reservation, and you pay in stages as the building goes up rather than all at once. The contract of sale is lodged with the Land Registry before those stages begin, so your claim on the specific home exists in a state register, not only on paper between you and the developer.

When do the staged payments start?

Only after the contract has been lodged with the Land Registry. Before that you pay the reservation deposit and nothing else. The first stage payment on an early off-plan purchase is typically 20–30% on signing; the later stages follow the build — frame, walls, finishes, windows, keys — and the exact schedule is written into your contract.

What happens if the developer goes under before completion?

A contract lodged with the Land Registry gives you a statutory claim on the property itself: the home cannot be sold twice or mortgaged behind your back. And because the payments are tied to construction stages, at any point you have paid for roughly what already exists.

Can I visit the site while it is being built?

Yes. Come to the site, or ask for photographs dated this month. On our own development in Paphos, Michelle Park, construction runs regardless of sales and can be seen in person.

What stands in for the title deed before completion?

The lodged contract. On a new build the separate title deed for your home is issued after the building is completed and signed off; between signing and that day, the contract registered at the Land Registry is what protects you — and it is checked by the state, not by the seller.

Buying off-plan in Cyprus: the order that protects you, and the schedule that follows it

As of 11 September 2026, 68 off-plan homes are available across 8 developments in Universal, Yeroskipou, Peyia, Konia, Tala and Agios Theodoros, from €220,000 excluding VAT — every one with a published price and a live status. Off-plan means the building is not finished yet; it does not mean you take anything on trust.

The protection is a sequence, and the state runs it. A building permit is not issued until the developer holds clean land documents. A contract of sale is not registered at the Land Registry without that permit, or on land carrying encumbrances. And no staged payment is due until that registration has happened. Each step checks the one before it, and none of them is checked by the seller.

The schedule follows the build. A reservation deposit of €10,000 takes the home off the market and is credited against the price. The first payment comes on signing, once the contract is lodged — on early off-plan typically 20–30% — and the rest is paid stage by stage: frame, walls and render, tiling, windows, keys. On a building that is already further along, the completed stages fold into the first payment, and we say so on the page rather than at the contract.

Where a building is underway we publish dated progress photographs, and you are welcome on site. Our completed building, Universal Park 1, shows what the same sequence looks like a few years after handover.

The separate title deed for a new home comes after completion. What stands between signing and that day is the lodged contract — so the one thing to check before you pay a stage is that your contract is on the Land Registry's books. Your own lawyer can search the register directly, and we would encourage it.
